Just wondering why the tiptop size recommendation is 5.5 and the spec for that blank id 5.0? Is it a general rule of thumb to go 1/2 point bigger?

General rule is next size up.
Tip tops are measured in 1/64" increments.
In your case, it is recommended to use a 5.5 tip top which is 5.5/64" or .086"
You wouldn't want to use the exact same size as you have to account for the taper to seat the tip top.
